Add ability to disable built in slash commands #5375

Describe the feature or problem you'd like to solve
We have our own review skill that we want to use but our agents are getting confused between that and the built in /review skill. it would be nice if we could disable slash commands if we wanted to.
Proposed solution
users could replace slash commands easily with their own skills that perform the same function.
