Where the City data itself needs judgment — placeholder points, stale rows, records that were never real — a layer is not enough. These keep a per-record history and somewhere to write down what a human decided.

Layers don't edit OSM. Every one is compared against OSM first, and the City data is a reference — it goes in front of a mapper, not into the database.
The exception is addresses. Gap-fill and tag cleanups run from guelph-address-import, reviewed in batches and announced in the import's forum thread, under the OSM import guidelines and automated edits code of conduct. The full record is published in that repo. The bike parking map's survey was collected on site and uploaded through JOSM.
