Deletes freeform_opt.py and control/freeform.py and everything that reached them: task_b2 and
_b1_problem_cruise, the B2 config block and analysis name, the B2 section and tables in the
report, B2 in the T-12 gate (SEARCH_ANALYSES is now ("C",)), compare()'s b2_params, and
zero_loss.LEGACY_LIMITS with its legacy rate branch. The five tests that only exercised B2 are
deleted or adapted (test_m7 now checks T-12 on C, and on a second search analysis through
monkeypatch). READMEs, PROJECT_REPORT.md (history kept, one dated note) and a one-line note in
the docs/ analysis notes follow. The placeholder generator template's C and B1 blocks are synced
to the frozen test copy.
