Add OctoSTS org trust policy for Argo CD on dev-aks - #21

Conversation
Argo CD on the dev-aks cluster reads stacklok/infra. A CronJob in the argocd namespace exchanges its projected service account token for a read-only stacklok-octosts token. No GitHub App key is stored. The policy accepts the dev-aks OIDC issuer and the service account argocd:argocd-repo-token. The token carries contents: read on infra. Adds
.github/chainguard/argocd-dev-aks.sts.yaml, an org-level OctoSTS trust policy for Argo CD on the newdev-aksAKS cluster.dev-aksis a dev cluster in West US 3 that mirrors a customer who deploys with Argo CD. Argo CD must readstacklok/infra, which is internal. A CronJob in theargocdnamespace will exchange its projected service account token here every 30 minutes. It writes the token into the Argo CD repo-creds Secret. No GitHub App key is stored. This follows thetoolhive-doc-refreshsetup (#19).The policy accepts exactly one caller. That caller must:

The trailing slash is part of theissclaim, and the issuer's discovery document returns that exact value.system:serviceaccount:argocd:argocd-repo-token.octo-sts.stacklok.dev. OctoSTS enforces this. The token carries
